What Is LAFD Regulation 4?
Regulation 4 is the Los Angeles Fire Department's program for the periodic testing of fire protection equipment in buildings within the City of Los Angeles. Under the Los Angeles Fire Code, every regulated system in the city — from the sprinkler riser in a Koreatown apartment building to the fire pump in a Downtown high-rise — must be tested on a fixed schedule by a tester who holds an LAFD Regulation 4 Certificate of Fitness, and the results must be certified and filed with the LAFD Fire Prevention Bureau.
Reg 4 sits on top of the statewide rules. California Title 19 and the NFPA standards define how a sprinkler, alarm, or standpipe system is inspected and tested. Regulation 4 adds the City of Los Angeles layer: who is allowed to do the testing, how often each category is due, and how the result is documented and reported to the fire department. An annual inspection from a vendor without LAFD certification does not satisfy Reg 4, no matter how thorough it was.

How often is Reg 4 testing required?
Most Reg 4 categories are tested annually. Certain tests run on a five-year cycle, including standpipe flow and hydrostatic testing and fire escape load testing. Your building's schedule depends on which systems it has; Delta tracks each system's due date so nothing lapses.
Who is allowed to perform Reg 4 testing?
Only technicians who hold a current LAFD Regulation 4 Certificate of Fitness for the specific equipment category, working for an LAFD-licensed Reg 4 testing company, may perform and certify Reg 4 tests. A general contractor or an out-of-area fire protection vendor without LAFD certification cannot file Reg 4 results.
What happens if a system fails its Reg 4 test?
The tester reports the failure to LAFD along with the deficiencies found. The owner must have the deficiencies corrected and the system retested and re-certified. Is Reg 4 the same as Title 19 or NFPA 25 testing?
No. Title 19 and the NFPA standards set the statewide technical requirements for how systems are inspected and tested. Regulation 4 is the City of Los Angeles program that dictates who may perform those tests, how often, and how the results are certified and filed with LAFD. A Reg 4 test performed by a certified tester covers the underlying Title 19 and NFPA requirements for that system, but a Title 19 inspection by a non-certified vendor does not satisfy Reg 4.
